Match play where the loser of each hole removes a club from the winner's bag.
Play match play, usually 1v1. After each hole the loser chooses one club from the winner's bag that the winner cannot use for the rest of the round. Halved holes change nothing. The putter is usually immune unless agreed otherwise; if it is not immune it tends to go first. Leaders can finish with only six or seven clubs, which keeps matches close.
Standard match-play result decides the bet; add a per-hole or match stake as desired.
A self-correcting handicap: the better you play, the fewer clubs you have.
